Oath Ceremony

The oath ceremony is the final, mandatory step in the naturalization process where an applicant renounces allegiance to any foreign state and pledges loyalty to the United States. Only after taking the Oath of Allegiance does an individual officially become a U.S. citizen. As of May 12, 2026, this final milestone has been disrupted by a significant policy shift. Following a series of USCIS memoranda issued in late 2025 and early 2026, many ceremonies for nationals of 39 designated “high-risk” countries (plus the Palestinian Authority) have been placed on administrative hold. This “security pause” means that even individuals who have passed their N-400 interview and were “recommended for approval” are facing sudden cancellations as their cases are redirected for a final, pre-oath forensic review by the USCIS Vetting Center in Atlanta.

 

The strategic intervention of an Immigration Lawyer is now vital for those whose ceremonies have been delayed or canceled this month. Under the H.R. 1 One Big Beautiful Bill Act (OBBBA), USCIS has gained expanded authority to reopen approved cases up to the moment the oath is administered. Looking toward the summer of 2026, the oath ceremony is transitioning into a hybrid physical-digital event. As of May 11, 2026, USCIS has begun issuing Digital Certificates of Naturalization that are instantly accessible via the CBP Home app upon the conclusion of the ceremony. While physical certificates are still presented for tradition, the digital version is now the primary tool for immediate passport applications and voter registration. However, the OBBBA has introduced a new “Post-Oath Integrity Audit” for specific categories, meaning an Immigration Lawyer’s role now extends beyond the ceremony to ensure that a new citizen’s records remain in full compliance with the updated 2026 security standards. For digital platforms and legal resources, it is critical to emphasize that until the words of the Oath of Allegiance are spoken, the applicant remains a non-citizen subject to the government’s full enforcement and vetting powers.
